There are four NACo officers: president, first vice-president, second vice-president, and immediate past president. The officers of the association are elected officials from active member counties. Each officer is elected at the Annual Conference by those members qualified to vote (Article XI of NACo Bylaws). The officers are responsible for the property, funds and business affairs of the association in the absence of the Board of Directors, and exercise all powers and authority granted by the Board of Directors.
Along with four members elected by regional caucuses, the officers also are members of the Executive Committee.
The Executive Committee recommends the appointment of the executive director to the Board of Directors and, subject to budget limitations established by the Board, fixes the salary and other compensation related to the position. Regional members of the Executive Committee provide input to the president and the other officers with respect to policy and business matters on behalf of their regions between board meetings, provide close contact with counties within their regions, and keep member counties informed of association activities and assists in membership recruitment and retention.
